Lunar Commercialization

NASA as a pathfinder.
NASA needs a long term goal and strategy. Re: crewed spaceflight. I believe that the organizations purpose must be as a pathfinder for further sustainable development in space. A good example of this is the ISS. It is believed that the ISS can cover it’s own operational costs from 2024 onwards. This will be due to commercial medical manufacturing, space tourism etc. Also the private company Axiom is beginning to develop the ISS replacement station, the worlds first fully private space station. So NASA acted as a pathfinder by constructing it’s part of the ISS and by funding the privately owned capsules (Dragon and Starliner). NASA will now be able to step back assured that low earth orbit human activity will not stop.
Artemis is next. The strategy must be to drag the private sector along if we want long term sustainable development on the moon. There is He3 and rare earth metals to be mined. There is water to be mined for fuel creation for long term fuel depots for further deep space missions. There is science, radio telescopes to be built on far side. Maybe one day there will be space tourists going to the moon? NASA should be a pathfinder creating a sustainable private sector lunar economy. Long term NASA should be able to step back and look for the next pathfinding opportunity (Mars maybe). Anyway the pathfinding objective is the primary reason landers should be privately owned. Also leads to more innovation and cost savings, I believe the Dynetics lander concept is incredible.
The one shot mission profile is a big mistake. The U.S. rushed to the moon for no purpose during Apollo other than to beat the Soviets. There has been no return for 50 years. There must be a goal, I believe that goal must be long term sustainability. Sustainability has the element of getting a return (Monetary) from space. Also NASA cannot go alone. International partners are needed and encouragement of such involvement should be a priority. Different nations specialize in different things, this is why worldwide trade occurs. E.g. – Maybe Australian mining expertise could be used on the moon?
